Open the UpgradeDownload.exe , click the Gear (Load Packet) icon, and select your downloaded .pac firmware file.
Click the button (third button on the top left). Ensure your BLU C5L Max is turned off.
Once the tool opens, look at the top left corner and click on the (Load Packet).
