Launch the game. You should see "beta" next to the version number. Click your (top right). At the bottom of the dropdown, click the BETA LEVEL option until it says "BETA LEVEL All Cities" Exit the game. Remove "beta" from your DefaultGame.ini and save. All cities will remain unlocked.
